Key provisions include treating regulated stablecoins as cash, allowing a mark-to-market election for professional traders, resolving the "phantom income" issue for miners and stakers, and providing tax certainty for foreign investors. No markup has been scheduled yet, and analysts suggest final passage may have to wait until after the November midterm elections.
